Are there still rebates available?
Yes, there are!

There are still federal tax credits available for up to 30% of the total system cost.

Boulder County offers significant rebates for homes and businesses through their Energy Smart Program.

Xcel Energy does not offer rebates any more, but they do offer a REC (renewable energy credit) for electricity produced by the Solar Electric (PV) system (in addition to you getting to use the electricity in your house). 

If you are with PVREA or City of Fort Collins, you should plan to have your system design set before the 1st of the year, as there are typically only a few rebates a year and you need to be in line to get one.  In some cases, there are also requirements for having an energy audit for your home in order to qualify for a solar rebate. The amount of this payment varies depending on system size.
